Other-TR VASP to Sygna VASP

When an Other-TR VASP wants to transact with a Sygna VASP.

1. Users request withdrawals with a Sygna VAAI
   A Sygna VAAI includes a VASP code that can be identified the user is requesting to a Sygna VASP.
2. Provide VASP Credential
   With a Sygna VASP code, the VASP credential can be obtained through Bridge/VASP API. The VASP credential includes a public key for private data encryption.
3. Permission Request
   Other-TR VASPs can use the Sygna protocol to send information to Sygna VASPs. Sygna VASP keeps the original workflow and format as in Beneficiary VASP.
